Who Is Eligible for GBIS Funding?
The Great British Insulation Scheme is designed to help households that need it most, whether you’re on a low income, receiving certain benefits, or living in a home that’s difficult to heat. Eligibility falls into two main categories: the Low-Income Group and the General Group.
Low-Income Group
This route is for households where someone receives a qualifying benefit or is considered vulnerable due to low income or health conditions made worse by cold housing.
If you don’t receive benefits but still struggle with heating costs, your local council may be able to support your application through the Local Authority Flexible Eligibility scheme, which allows councils to approve funding based on income, health conditions, or energy performance.
You may qualify if:
You or someone in your household receives benefits such as Universal Credit, Pension Credit, Housing Benefit, Income Support, Jobseeker’s Allowance, Employment and Support Allowance, Working Tax Credit, or Child Tax Credit.
Your home has an EPC rating of D, E, F, or G, meaning it’s less energy efficient.
You own your home or rent privately (with landlord consent).
General Group
The general group covers households that don’t receive benefits but still live in inefficient homes within certain council tax bands.
This route provides funding to improve home insulation even for those not on benefits, helping reduce bills and improve efficiency for a wider range of households.
You may qualify if:
You’re a homeowner with a Council Tax band of A to D in England or A to E in Scotland and Wales.
Your property’s EPC rating is D or below.
